そうですね。451の応答分についてはそうだと思います。
ただ、(↓はmailqの出力です)

(lost connection with smtp.example.jp[*.*.*.*] while sending end of data -- 
message may be sent more than once)

lost connection with smtp.example.jp[*.*.*.*] while sending message body

この2つについては相手側からのSMTP応答コードが無いことから
こちら側の問題なのかと思っております。
