壊れているメッセージはsubmitされた時点で拒否した方がよい、とされています。
Message-IDが存在しないことは、direct-to-MXなメッセージであることを強く示
唆していると判断できます。ただし、Message-IDが"something@localhost"だっ
た場合に、MSAが"something@msa.example.org"に書き換える方がよいのかどうか
はわかりません。

"something@xxxxxxxxxxxxxxxx"な形式は推奨されています(RECOMMENDED)が、必
須ではありません。ただし、必ず一意であること保証されていなくてはなりませ
ん(MUST)。

Message-IDが存在しない場合ですが、最近のspamwareは任意のヘッダをマクロで
付加することができますので、コストの割には有効ではないような気がしていま
す。

Message-IDの形式をもとに、二者択一的に判定するのはあまり勧められることで
はないと思っています(DNSで検索を行うとかは論外)。ただし、判定条件の重み
付けには使えるかもしれません。
