私の理解では、

qmgrではメッセージの到着順番に配送を行い、
nqmgrでは配送中のメッセージの受信者の数よりも新たに到着したメッセージの受信者数が少なければ、新たに到着したメッセージの配送を行う、

というかんじで、


qmgr delivers mail mostly in order of arrival, so that one message
to a mailing list can block all other mail delivery for a while.

nqmgr will deliver mail with fewer recipients while it is still
delivering many recipients email.
